Article Five

There are children¹, invalids¹, and adults². There are dependents, independents, and interdependents

Adulthood, defined by the capacity to survive physically and socially without direct intervention of parents or guardians; claimed by competent³ demonstration of the skills necessary: cooking, first aid, communication, sanitation, skill acquisition, shelter infrastructure maintenance.

Political Adulthood - the capacity to demonstrate self-sufficient interdependency; claimed by demonstration competencies of the body politic: an original, personal Preamble⁵; a hand-written transcription of these Articles⁴; a portfolio of demonstrated skill sets⁶; and a schedule of intended actions⁷. Twelve such are a Political Circle.

Article Five makes adulthood a demonstrated capacity. It asks whether a person can survive, communicate, learn, maintain shelter, practice sanitation, and participate in public responsibility.

Central tension

Article Five shifts adulthood from mere age to demonstrated survival and social capacity. That does not make dependent people lesser; it makes dependency visible so care and authority are not confused.

A circle applying this article should maintain a public competence map. The map should show who can cook, treat injury, communicate under stress, keep sanitation, learn new skills, maintain shelter, and teach others.

Political adulthood adds public commitments: a preamble, transcription, portfolio, and schedule. These are not decoration. They make belief, attention, skill, and intended action visible enough to be tested.
